Will deleting everything on a hard drive get rid of a virus.

I believe I may have a virus, and I have already tried doing a a remove everything and re install windows option on windows 8. This doesn't seem to have done it, so I was wondering what other ways I can attempt to completely destroy a virus. I have heard of viruses that infect BIOS, rootkit, etc. is there anyway to get rid of these. Also, one last question, if I were to have a virus on the BIOS or root kit, could it infect my hard drive. I need help to figure out what is making my computer slow.
