Will this pc run good games like GTA V?

You will be able to run GTA V, but only on low details due to very slow graphics card.

If you are new to gaming, and mobility is not a priority, you can instead get desktop - it will be a very fast machine for the same price. The one that would play everything @ultra details on a 1080p resolution (yes, the price includes the monitor).

If you are buying this, don't, for $1,000 you can get a faster computer. Lenovo Y50, MSI GE60 Apache 629, ASUS ROG GL551JM-EH74, quite a few systems.
