Can these online doctors visits on smartphones also work on a laptop instead? I was able to access and bookmark a website related to conferencing?

Sure. Depending in the service/app used by the doctors, you should be able to conduct sessions via laptop. Contact the office of your doctor and ask them what app/system they use.
