If it's working enough to show you the Control Panel, see if there is a Recovery section that might be able to help you. They hid the Control Panel but if you press the Windows key and R together, then type
control
into the Run box, that will display it.

If you go to the Microsoft website, you can download a Windows 10 ISO, then burn it on to a DVD or use a utility named Rufus to burn it to a USB stick or thumb drive. That will give you a new installation if recovery fails.
