(Windows 10) Usb Boot Problem

Hi all i have bought a PC a couple weeks ago now and some advapi32.dll error came up so i reset my pc now it has deleted my opearting system and i try to use my usb boot but when i do it it will get half way threw and then take me back to the first page that comes up please help thanks

Why you dont try just too boot live cd/usb OS and repair the advapi32.dll file that would save you the new installation and you can run scan to check is this issue is cause from malware/virus to avoid reinstall OS again.
