Windows 8.1 Screen Flashing And Apps Do Not Open

I have this laptop that either in safe mode or regular Windows, the screen flashes then goes back to the desktop. It happens about once every 2-3 seconds, I cannot open any programs as when it flashes it closes them all. I got into Recovery Console and did a dism, that did not seem to help.

Please do try these troubleshooting steps that may help.
- First is to do a clean install of the graphics card driver.
- Go to Device Manager and uninstall the graphics card driver.
- Next is to open Programs and Features then uninstall anything related to the graphics card.
- Once uninstalled, download and install the latest driver.
- Reboot the laptop once the latest driver has been installed then test it again.
- If it will still not work I would suggest reinstalling Windows.
