Well, you're not actually only paying for the cost of the disc. You're paying for R&D of that product as well. It's not free to research new technology's and ways to store data. It's not free to change over equipment that makes data pits at 0.15 microns, which is more than twice as small as DVD's (micron = 1,000,000,000 of a meter). Or to make blue lasers with 405 nanometer wavelengths (vs DVD's red 650 nanometer wavelength).

The tradeoff of this improved technology is they pass some of the cost on to the consumer. It would take much longer to make a return on that investment if they were charging current DVD prices of $7-15.

I'm not really a supporter of Blu-Ray, I own no player or discs, and probably will not for some time. But I am pretty certain this is the reason Blu-Ray discs cost more than DVD's.
