Would this run the sims 4?

I am looking for a relatively cheap gaming desktop that could run all of the sims 4 games plus a little bit of cc and mods with little lag and high graphics settings
Sims is the only think I would be doing on it.

Specifications:

Computer - Dell Optiplex
Operating System - Win10 Home 64BIT
Processor - Intel Core i3
Ram - 8GB
Storage - 1TB HDD
Graphics - NVIDEA GT710 2GB

Would this desktop be suitable for what I am looking for?

Video card is a bit weak, upgrade that to a 730 GDDR5 and should be OK for Sims 4 at good settings. You can check those mods you want to use and see what requirements they have.
