will I be able to run sims 4? And what settings in sims 4 would be recommended? I play with cc and mods as well

Yes it's an upgrade to the old system, so it will run the game better than your old one, although I would not say it will run it well enough to put on higher settings. i3 and no dedicated video card is not a setup even SIMS 4 at high will run well on.
