Xeon gaming/editing build 400-600 pounds

I'm looking at building a PC and the budget xeons are promising. Heard they are basically non overclockable CPU's
Here is a build I thought of:

If you can improve or tell me if this is good between a 400-600 pound budget and can it play bf4 on ultra? Aldo can it run as, sv, c4d and photoshop well and rendered fast!!!

Looks fine for the budget. Moving up to the R9 290, for a slight bump up in the budget, and maybe getting a better PSU would not be bad ideas. The 280x might struggle with some titles on ultra, depending on the resolution, and the B1 series EVGA PSU isn't really meant to be paired with high end gaming cards. An EVGA B2 series PSU would be better, by far.
