Kinda, it's pretty much that MINUS the low sound. It's only the high frequency part

I'm using some cheap speakers by my computer and they make this high pitched static-y sound. The sound goes lower when I turn down volume knob on speakers. The sound is unnoticable when there are other sound (gaming, watching videos) but it gets annoying when not doing anything. Any ideas?
