1070 notebook issues

System: Fangbook 4 pro , I7-6700HQ 2.6GHz , 1070 notebook variant , 16 gb g.skill ripjaws 2300mhz?? Windows 10 64bit intel 1tb ssd - hgst 1tb hdd

Recently bought a system from CyberpowerPC, with above specs. I can't seem to get my geforce 1070 mobile to work at its full potential with ANY available driver. I have gone through and thoroughly deleted every prior driver before reinstallation. I sent the system in to have CyberpowerPC look at it but they say it HAS to be the drivers. What to do?

All of my games are crashing when I try to run them on the recommended (ultra - highest graphical settings).

What happens if you don't run them on the recommended settings? like low to med?
Plug in the power? or running on battery? check the temps during games?

When ran on lower settings the games don't crash, however I still get random frame drops to the sub 10fps range for a span of two to four seconds before returning to stable 60fps range. Power is ALWAYS plugged in, never on battery. Power usage is set to performance, and temps are perfect, never going above 75c even on highest settings.
