1st PC Build

Recently, the laptop I've been using for 4 years has gotten completely laggy and unusable. I tried running my antivirus but it is no use. I was thinking about buying another laptop (Lenovo Thinkpad T420 Used) but I thought maybe building my own desktop might be better and cheaper. I will only be using this PC for schoolwork, web browsing and light gaming. The games I'd like to play are CS: GO, The Sims 2-4, Half Life 2, GMOD, Bully: Scholarship Edition, Minecraft and Team Fortress 2. I'd like to be able to play all of these on med-high settings at 60+ FPS if possible. My budget is around $400 and I would greatly appreciate any info in order to help me pick parts and such.
