4k video help?

Can I watch 4k videos and movies with these specs?
Amd fx 6300
Gtx 1050 ti OC edition
16gb ddr3 ram
430 watt psu

Amazon has that videocard supporting 4k over Displayport but not via HDMI even though it has HDMI 2.0b.

May not have HDCP though which would keep it from displaying 4k on a TV. I would take the rig over to a friend that has a 4k TV and try it.
