Accidentally deleted windows 8.1 language file and my laptop wont boot

Hello, yesterday i accidentally deleted my only lanuage file in the registery keys which is located at:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\MUI\UILanguages

And after restarting my lenovo laptop wont boot or what so ever
I tried booting the original iso for the windwos and i ran the diagnose but that didnt work, i can access cmd and before i deleted the language file i saved a copy in the same laptop.
