Typically, this appears when the hard drive has failed. You need to install a new hard drive & install Windows on it.
If you want confirmation that the hard drive has failed, you can test it with CD-bootable diagnostic software from the hard drive manufacturer: http/www.tacktech.com/display.cfm?ttid=287
