GPU: GTX 950M 4GB DDR3
8GB RAM DDR3

Can I run Mortal Kombat X on max settings or at least on high (min. 30fps) ? or GTA 5 on very high smoothly?

No and No. CPU is a dual core low voltage, video card is on the low end for gaming. For Very High for GTA V you'd want a 970M

You said that I can run GTA 5 on Acer F5 with i5-6200U and 940MX 2gb at high settings. From what I've heard GTX 950M is much better than 940MX especially with +2GB VRAM, so why wouldn't I be able to run GTA 5 on slightly higher settings? Is it because of CPU?

Yep, being able to start the game in high settings and having it be actually not annoying to play because it's pausing all the time of being jerky is not the same. There are a lot of things you "can" do but without good results. Say going to a movie without your glasses. Sure you can "see" the movie, but is watching a blurry screen actually good? If you want decent smoothness in AAA titles at Medium or higher, you would want at least a 960M video card in a laptop, bellow that you are looking at low frame rates unless you drop to low, or lower the resolution.
