after restore or backup my phone doesn't works

After backup welcome comes on the screen then WiFi setting comes then phone doesn't works

What exactly did you do to back up the phone?

Google how to hard reset phone. Will lose all data doing so.
IF this is iphone must log into wifi properly or use open wifi.
What kind of phone please?
What doesnt work?
What does it say exactly??
