It does not matter weather a device has a CPU or hard drive. People carrying CPAP machines (for sleep apnea) have to remove them from their bag and those devices have neither. It is a matter of interpreting everything a person has in a bag: clothes, shoes, toiletries, electronics, books and magazines, pens, etc. Removing all large electronics helps clarify the process and actually saves time by not having to separate the electronics after a first pass through the x-ray and then rerunning the bag and electronic.

They are thinking more from the perspective of there's no harddrive which shows up like a large black object on the x-ray machine, which they can't see thru so they would have to do test on it.

You can't bitch about the TSA and then go collectively insane the next time there is a terrorist attack. There is a balance between security and convenience. You don't want warrantless wiretapping, you don't want the TSA hassling you, you don't want racial profiling and you don't want even the slightest chance of dying in a terrorist attack. Sorry, but you can't have all of that.
