Does anyone know where I can get a 1982 Aiwa C80 preamp mini component serviced?

Probably nowhere. Repair will cost much more (think paying $50/hour for an technician to check and repair it) than buying new one.

Yes, I know. Unless you have a close friend good in electronics, or a HAM radio club around you. The good thing is that there are service manuals available.

If you are in the US try United Radio in Syracuse NY. They are excellent. You will pay for an estimate regardless of whether you go ahead and do the repair. Their time in diagnosing the problems is not free,
Unless you have some sentimental attachment to the preamp it will cost you more to fix than replace,
