This is making me consider a Kindle HD. It was not even on my radar until reading this right now.

I hate apps that spam in-app purchases. It if tedious as hell to be responsibly screening content for kids at the rate they can consume it.

The Kindle Fire HD is great and I'm sure my kids will just LOVE these apps! Here's the one I have on Amazon http://bit.ly/S1CzWe. If you're looking to get a tablet I'd recommend the Kindle Fire HD over the other tablets, it really blows them away.
