actually a friend of mine has sempron 145 and he frustated that it only has a single core...another friend of mine unlocked second core on a ddr3 mobo so I thought maybe every ddr3 mobo can do that...My other friend is using digilite 760g mobo..If you know about any cheaper counterparts please do tell..We don't want to exceed mobo price over 3k

What motherboard does your friend have now? It would be easier, but a bit above 3k, to just swap the CPU for an AM3 Athlon II. You might even be able to pick up a used one somewhere. Used you might even be able to find an Athlon II X3 or X4 in your price range if motherboard has support. Core unlocking is not a guarantee even with a motherboard that supports it. My Sempron unlocked, but my Phenom II X2 560BE did not.

Not really going to see much difference between the two. Best option is get the fastest dual or quad that your friend can afford and the motherboard supports. Even an X3 is a possible option if there are no X4's in price range. Cannot really recommend anything CPU wise without know what motherboard it is.
