I can understand that you are looking for a jaw dropping cooler for the amount of money you will be spending on the card. However, I would like to inform you, AMD created that cooler design for good reasons. I am sure that a company like ASUS / Gigabyte / EVGA etc will create new custom coolers for the "wow" factor but for now, let me explain why AMD created the card like that.
As I am sure you have noticed, they placed the fan in the middle of the card, for a good reason. One GPU will be to the left of the fan and another to the right of the fan. Now think about it, if they placed the cooler on the left and not the middle (or the right) then one of the GPU cores will run on significantly higher temperatures. Remember, blowing another GPU's hot air unto a already high temperature GPU will make things very toasty indeed 🙂
As for the enclosure you complain about, it creates a Tunnel Effect for the cooling to maximize cooling to both GPU cores. If you look carefully, it has vents extracting hot air outside the case as well as inside the case.
For those that want to attack me on the Crossfire, if you run two of these cards, I am sure you have enough money to have afforded a proper case that will ventilate well around both cards.
