Android 4.3: Can't establish a reliable connection to the server.

Hi, I have had a Samsung Galaxy S4 SGH-i337 for about a month now. The google play store has been working fine until a few days ago when I rooted the phone. Since then everytime I try to log into a google account I get "Can't establish a reliable connection to the server." I have done a Factory Reset but that didn't work. Time and Date are all correct and I am unable to download a file manager because I cannot log into Google Play.
