Android streaming and control on PC

Hi, can i control my phone by program or smth via pc and cast the image in a same time?
without wifi connection, cause pc is chained in local network.
While windows available for me, but i think casting image from android on whole pc will be better solution
I trird to use to use myphoneexplorer, but speed from usb was very slow.
maybe i can translate screen by hdmi or Bluetooth?

You can't run your phone from your computer. You can access somethings/file, with it connected via USB cord, but not 'run' the phone from it.

if you think that this is unrealisable, then i can say, myphoneexplorer allows you to stream android screen on pc and controlling android by mouse via usb connection, but fps is ~5, which sad(

The only ones I had heard of so far, well they were iffy and had lots of problems. So I never recommend them.
