App for making calls from Unidentifiable cell numbers

I'm told an app exists for making cell calls from an unidentifiable number. I'm unsuccessfully severing ties to a less than undesirable friend of my daughter's. If i block "Restricted, Unavailable & Private Number" calls under parental controls on Verizon Wireless, will that block calls made through the app?
