i have been getting calls from a private number and my cell phone doesn't have an app to trap the caller caller

this private number has been calling me for the past week. Called At&t and they said go to an app called Trap Call and download it to my phone. then once they had the number they could block the call. However, my phone does not have that app. It is so frustrating to not be able to stop this idiot from bothering me.
