Are laptops inheritly slower than desktops even with same CPU, RAM?

Are laptops inheritly slower than desktops even with same CPU, RAM & hard drive? Like the IO subsystem can't match the one in a desktop motherboard? My company wants to get a laptop for every day use (heavy software development) but i still prefer a desktop with the same specs (CPU, amount of ram and hard drive size). I like to have a fast drive like a Velociraptor but i don't think they make them for laptops? (SSDs are still too expensive).

There are only few laptops which use desktop computers,such as Clevo X7200.Others use mobile CPUs that are slower than desktop CPUs.
