Are the EAX features are also available on other Sound-solutions?

So I just read about EAX and wanted to know if the newer solution "DirectSound3D" does the same but without special hardware or if it is missing features of EAX. I'm not so TechSavvy so don't judge me if the Question is self-explaining.

DirectSound3D is part of Microsoft's DirectX software found in all Windows versions from XP and up, and in no way compares to EAX which is both hardware and software based, though admittedly it's somewhat old technology now, largely redundant unless you are still using Windows XP for gaming.
