Asus Laptop unstable cpu/disk usage

Hello, the problem is quite fishy.

My friend have this laptop for about 1 year, everythig was working smoothly, no problem at all.
About 2-3 months ago, the problems started, everything working slow, it take ages to load a simple task, internet navigation terrible, even the laptop startup slow. So, she gave the laptop to me, I tried everything like scanning with malware, antivirus, I even reinstalled the windows, but with the brand new installed windows, is the same, unstable CPU usage and DISK, going up to 100% from 30%, 20%, 6% and again 100% and all tasks all slow as HELL.

What is to be done ?

As I see you did short, if you have time do the long one.
If it shows fine, im guessing either the HDD is slow AF or you havent formatted HDD while reinstalling windows.

I m sure I formated the hdd. I will try a long test.

You can also try error scan on hdtune, its somewhat faster and finds bad blocks.
