Just a BIG notice to everyone, The word is that AT&T's Uverse programming does NOT count towards the cap.
This means that Competitors will be at a disadvantage for "running up fees" with your ISP if this is allowed to stand.
Hulu, Netflix, Youtube, anyone who offers Video on demand type services will be in trouble.
Sure there are increases in usage during the 6-9pm block, but that is true for anything. Power, phones, etc.. increase capacity and deal with it. Everyone else does.
Sorry AT&T, you can't keep the same infrastructure for years, never upgrading, and keep rolling in the profits. I know that was a big thing back in the 80s and early 90s, but times change.
If it was up to the Telcos, we'd still be on ISDN or Dial up. Remember, DSL was invented in the 80s.
