ATSC card without broadcast flag?

I understand that later this year (June?) FCC will require all ATSC hardware
to check for the "broadcast flag" when recording HD broadcast (over the
air).

Is this correct?

Which ATSC card (PCI) would you recommend for a Windows XP PC? So far, I
have identified the following:

BTW, I currently use ATI Radeon 9800 Pro All In Wonder, so the ATI card will

Correct, although I think the date is July 2005, and it should apply to all
digital
content.

The Broadcast Flag (BF) comes with "compliance and robustness" rules for how
ATSC-receiving devices (systems) must be constructed (e.g. no user
accessible
busses, if DVI outputs are present they must be protected using HDCP). While
I do not know of the specific compliance and robustness rules for the BF, I
suspect
that many PCI cards, even if they can detect the broadcast flag, *can not*
generally
comply with the broader requirements.

So, do you think that ATSC cards purchased now (before July 05) will be able
to record HD media to the hard drive that can then be copied to DVD-R,
viewed on other PC's etc?
