Auto-shut down

Hi Folks, hope you can help me. A got one of those blue-screen error messages citing the statement, "we have detected a problem, if this is the first time you have read this screen, please close and re-start, etc., etc.". All efforts to restart now, however, results in keyboard lights and function lights (Dell Latitude) coming on...fan whirs...all looks fine for about four seconds, when all aborts and shuts down. power cord in, battery in.
What can I try to get back on track?

Possible hard drive failure? Can you get into the BIOS?
Do you have a bootable CD or USB thumb drive?

Thanks to all, but I contacted Dell and they were able to get me going again. kg
