automatic repair loop

I know this issue has been addressed but I cannot find a resolution that works. I am stuck in the automatic repair loop and I cannot change anything by using the "F" buttons. This is a brand new Dell Inspiron 5755. It only partially booted on first time power on, so did not have a chance to make recovery discs. Please, please help me. Thank you in advance.

If these doesn't work you'll need to contact Dell to order a Factory Reset disc.
