Balance owed, can phone still be used?

I'm in same boat as the others, where Verizon has overcharged me so much after 16+ years. Can I root or unlock my phone, that has a balance, and go prepaid, with straight talk. I'm not under contract but am under a payment plan for phone. Or do I get another phone and send this one back?

If it under a payment plan, other service might reject it.
And you would still own the $ on the phone even if you change service
