Batch file, 6 digit number that sums to given number

Hello,
I would like to create script file that would generate all numbers from 1000,00 to 9999,99 in 0000,00 format (with two decimals) which would apply to specific conditions.
For now, first condition is that sum of all digits in a number is 30, number ends with 9 and in second place is also number 9. I would like to add additional conditions later.

Do you want us to recommend a scripting language? If so, what OS are you running?
Do you want help with the algorithm?
Do you want us to write it for you?

It must be homework. There's no practical reason for such inane requirements, which is an almost universal attribute of homework questions.

If you want help, you'd be wise to answer the above questions. Right now you have simply stated that you want to write a script without asking any questions.
