Battery won't charge

My Dell laptop studio XPS will not charge. Does not even recognize that it is plugged in. After charging all nite only goes to 3% or 9%
 
Solution
It's one of three things (or a combination):

1. The battery requires replacement.
2. The charging circuit, which is on the motherboard, has failed, necessitating replacement of the motherboard.
3. The power brick requires replacement.

The quickest test is to obtain another (compatible) power brick. If that doesn't work then try the battery from another laptop of the same model. If that still doesn't work then you have to decide if the cost of a new motherboard is worth it.
