The Adobe PS can run smoothly in any laptop with intel inbuilt graphics of HDxxxx series or the one having a dedicated GPU.
Though using features like patching and content awareness for large scale images or projects may get slow or sometimes give error in a laptop without a dedicated GPU!

I knew I forgot something. lol The laptop is for my wife and she runs very intensive graphics and large scale images. I'd like to get her the smoothest, fastest laptop for under $3k USD and preferably around $2.5k USD.
I would look at the HP ZBook Mobilework station laptops. For the best color accuracy, there is a single 15" laptop which offers the Dreamcolor screen. However that cost $2,999 (F2P51UT). With a quad core i7-4800MQ CPU and nVidia K2100M graphics card your wife will have plenty of power.
Unfortunately, there is no equivalent 15" with the same CPU and GPU, but without the DreamColor display. However, the DreamColor display is generally meant for individuals who considers color accuracy to be of critical importance. There is a 17.3" ZBook selling for $2,629 (F2P75UT) with a powerful nVidia GT 3100m if graphics rendering is of the utmost importance. It comes with an i7-4700MQ CPU and it starts at 7.62lbs, not very portable.
Perhaps the 15" ZBook selling for $2,199 (F2P50UT) is a good compromise between price and performance. It comes with an i7-4700MQ CPU and the nVidia K1100m GPU (probably 66% of the performance compared to the K2100m).
