Absolutely. I do video editing, photo editing, 3D modeling. Photoshop gobbles RAM for breakfast.
My new built desktop has 32GB RAM. It's DDR3 1600 @ CAS 7. I cannot tell a difference between ~2000mhz RAM and 1600 on DDR3, leading me to believe that the software still hasn't utilized the technology to its fullest.
Speculations aside, I can assure you 16GB should be plenty. If you multitask like me, with Firefox/30 tabs, skype, Python or Java up, Maya, virtualbox, and photoshop all up at the same time, 32GB will be your friend. I put my desktop to sleep, every time. With all that said and done, the most I've ever used at once is about 24GB RAM. On its own, Sony Vegas or After Effects have never gone past 10GB, EVER, for me. Throw in multitasking, and you're playing a new game.
On a laptop, you can get the 8GB model, and upgrade to 32GB later, should it be heavy video edits, and some multitasking, 16GB.
Many modern 'gaming' laptops can be upgraded to 32GB RAM, which is 'beast' for almost everything.
