It simply allows you to install XP to a Virtual Machine.
Which makes it an emulator,emulating older/more generic hardware and making it possible to get winXP installed and running on systems with hardware that don't have XP drivers.

Semantics.
An "emulator" would be something that runs 'as XP', all on its own.
In any case, VirtualBox is my preferred way of running an XP instance, if I were so inclined.
