Blue Jelly coming out of Headset cable

I have a Razer Kraken 7.1 headset which I've had for about 14 months now, and there is a fray in the braided cable where it is damaged because I'm too lazy to untangle the thing (I have to unplug my headset and walk around to the back of my computer). And in the fray blue jelly sticky stuff is coming out. I don't know what it is or if its toxic, should I just wrap the damaged part in tape or something?? It's not bursting out all over my clothes or anything, it kinda just comes out if I squeeze the cable. This is probably a really weird post but I couldn't find anything like this online and I doubt any of you guys have either so help us out!

Only thing I can think of is that the blue goo is melted insulation caused by exhaust heat from the PC. Contact Razer and ask if they have any odd materials in the cable that could be leaking out.
I would fix the tangle and tape the damaged part with electrical tape.
