Blue screen on start up after reset via windows 10 settings

You'll need recovery tools?
I got my windows 10 without a disc and i dont have any recovery tools for it?

All I wanted to do was wipe my pc completely and it's never happened before?

Should I just start it's in safety mode then what?

You could try this:

On the blue recovery screen, click Advanced startup and locate the Reset this PC option. This should re-install Windows, but I admit I'm not too optimistic about that, either. The recovery features in Windows 10 are riddled with problems, so you may have to use another computer and download the Media Creation Tool from Microsoft. Then select the Windows version that corresponds to your license - most likely Home and 64-bit. Mount the ISO file onto an 8GB USB and use this USB as a bootable drive on your own computer.

Since you've already activated your Windows license, performing a clean install ought to be the easiest solution.
