Booting up/power issue

Hey everyone, I developed a problem with my toshiba equium laptop a few weeks ago, firstly it needed to be turned on and off again a few times in order to boot up, itseemed to progress further and further with each attempt. So I bought a new battery, no change to boot up issue, then replaced power pack.....still no change. Then discovered that it does boot up first time if not connected to the power pack, seems to work fine when plugged in after its fully booted and no problem with recharge. What the Hells going on???? I've been googling the issue and cant get much joy, anyone out there had similar issues? Not really a big issue now Im used to it, but it still slightly winds me up every time I switch on!

I'll suggest looking over the motherboard for any blown capacitors or IC chips, I'll also suggest checking your CMOS battery is at 3v
