Brand new Asus laptop ux330u won't go pass through initial startup

I bought a brand new Asus laptop UX330U and it won't go pass through the initial setup. It will go as far as the ASUS logo, but it will cycle back to the beginning of the initiation page.

Return it for an exchange or refund. If it cannot be even go beyond the Asus logo, then there is definitely something wrong. It could be a software issue or a hardware issue. If you can't even log into Windows, then you will not be able to do a Windows factory restore to attempt to re-install Windows which would generally fix installation issues.
