Broken Screen Advise

So I've got an Iphone 4s with what I hope is a screen problem. Firstly the screen is cracked, it is also chipped along 70% of the top of the phone (meaning you can see the inside). The bigger issue though is when you turn the phone on a single solid fuzzy white/blue line runs down the middle with a black background (also a small red line on the right side).

What I obviously want to do is fix the phone, so is this fuzzy white line that stops me doing anything with the phone a screen problem that can be fixed with a replace?

I never really had any luck with screen cracking fixes. Are you on a 2-year contract? Your carrier may be able to replace your device.
