Browsers don't work

My Internet is fine, I can connect to websites via other devices but one laptop will not load web pages no matter what browser I tried to use. If I search for something in the taskbar it says about blank and doesn't load anything and gives me a white screen though it is connected to the network. I have Windows 8, and have had this problem before and can't remember how I fixed it, I feel like it had something to do with command prompt. Anyone know how to fix this?

Try releasing your IP
flush dns
and then renew ip?

The IP release flush DNS renewe did not work, I have an HP 2000 Windows 8.1, sorry thought I had Windows 8 still, 4 GB of RAM, don't know about my screen res or GPU but I'm sure I could get it

Check in Control Panel, Device Manager whether your network devices are working and the drivers are up to date.

it just says new tab when i try and go to a website and the thing at the top left spins slowly and the screen stays on whatever it;s on

do you have a physical wifi on/off switch on your laptop? Like on the side or on your media bar? I have one on the side of my laptop and I accidently toggle it from time to time.

no my wifi is on and now im realizing no programs connect to the internet, thought it was just browsers cause i had a program open
