HDMI you say? I'm afraid you have to stretch the budget somewhat, as far as $275, say:
https://www.amazon.com/dp/B07439FYQX/ref=psdc_13896615011_t4_B076KKFNXS

You do get a brand-new laptop with the requested HDMI port, but 4GBs of RAM is low and it uses a mechanical HDD. You should also check if XNALara is compatible with AMD's APUs - I don't think there are any issues, but you never know.

I did find a few new laptops with an HDMI port under $200, but they only offer 2GBs of RAM and typically 32GB of eMMC storage. They are great for just web browsing and sending e-mails, but they are not recommended for any kind of actual work.

I found this new 14" HP Stream on WalMart, priced at $220:
https://www.walmart.com/ip/HP-Stream-14-ax010nr-14-Laptop-Windows-10-Home-Office-365-Personal-1-year-subscription-included-Intel-Celeron-N3060-Processor-4GB-RAM-32GB-eMMC-Stora/54512366?u1=laptopninja&oid=223073.1&wmlspartner=vfjoCcdk2O4&sourceid=08305776020263376354&affillinktype=10&veh=aff

In theory, it should be possible to run a small creator program like XPS (XNALara) with these very modest specs, but this is really a bit of a gamble. It is also slightly above budget and the 32GBs of storage means any document or project you create must be stored elsewhere, e.g. on an external HDD.

You can get a $150 refurbished version of this HP:
https://www.walmart.com/ip/HP-Stream-14-Laptop-Windows-10-Home-Intel-Celeron-N3060-Processor-4GB-RAM-32GB-eMMC-Storage-Refurbished/55358399?action=product_interest&action_type=title&beacon_version=1.0.2&bucket_id=irsbucketdefault&client_guid=d72d593f-410f-4b9a-33d7-c5a48708739a&config_id=2&customer_id_enc&findingMethod=p13n&guid=d72d593f-410f-4b9a-33d7-c5a48708739a&item_id=55358399&parent_anchor_item_id=54512366&parent_item_id=54512366&placement_id=irs-2-m2&reporter=recommendations&source=new_site&strategy=PWVUB&visitor_id=e6E1L4BVFDDWEk-AlPsVf0

... which would allow you to spend $50 on a 1TB external HDD like this one:
https://www.amazon.com/Maxone-Portable-External-laptop-desktop/dp/B077LYF915/ref=sr_1_11/134-0968791-9961017?s=pc&ie=UTF8&qid=1513852961&sr=1-11&refinements=p_36%3A1253504011

If you prefer Amazon US, they also have a refurbished HP Stream listed at $189:
https://www.amazon.com/HP-Premium-Flagship-Certified-Refurbished/dp/B0783P322N/ref=sr_1_12?s=pc&ie=UTF8&qid=1513853162&sr=1-12&refinements=p_36%3A-20000%2Cp_n_operating_system_browse-bin%3A12035945011

But, if you are willing to consider going refurbished, I think this $200 Lenovo is the best choice:
https://www.amazon.com/Lenovo-ThinkPad-T410-Bluetooth-Professional/dp/B014LD9XG8/ref=sr_1_10?s=pc&ie=UTF8&qid=1513853423&sr=1-10&keywords=refurbished+laptop&refinements=p_36%3A-20000%2Cp_n_feature_five_browse-bin%3A7817224011

This is a proper 14" productivity laptop with Windows 7 Pro and a fast 128GB SSD. You also get 8GBs of RAM which is going to be very useful for multi-tasking. It's going to be heavier and it's nothing like the HP Stream in terms of styling, but if you need a rock-solid, reliable workhorse then this ThinkPad T410 will deliver.

Finally, do consult this XPS resource regarding .NET requirements for different Windows versions:
