Can a chromebook use a photo editor that can make movies with pictures with the picture effects? Do they work with windows 7 or 10?

Chromeboks are awesome, for what they are.

Chromebooks run Chrome OS an operating system based upon the Chrome browser. I'm typing to you on one right now. WIndows 7 or 10 will not run on it.

There are apps available for both photo and video editing but honestly they are very lightweight because of what a chromebook is, generally a lightweight PC.

Solution
The way I see a chromebook is that they are very large tablets with a permanently attached keyboard that runs chrome os. They are mainly designed for web surfing but they may have some video editing software. But don't expect to have the same level of control as the windows versions. They may provide basic affects that you can use.

Obviously this means that it is not compatible with windows as they are 2 different oses.

Yes and no. There are some paid extensions for the Chrome Browser/Chromebook. Wevideo is the best, but you have to pay for it to take the watermark off of whatever you create. For single licenses, it's very reasonable and does a good job. It's like a lite version of imovie.
