I bought a laptop from US and wondering if I need power converter to charge it in UAE?

It depends upon the power adapter, some are "universal" which means they will accept and operate on voltages from 100V-240V (or a variant thereof) while some have specific input voltage requirements. If universal, only a new power cord to fit the local outlets would be needed. If specified voltage of 115V then a new power adapter would be needed. Look at the label on the adapter, what does it say for input?
