Not sure what you mean by "with" apple TV. You can't connect a set top box to the apple TV. They would both connect to your TV using different HDMI inputs.

I need to watch local channels on apple tv which are not aval on apple tv how can i watch them on any android or apple tv box

You would need to pay for a streaming service and depending on where you live they may not have the local TV stations, The service you chose would have to have an app for your chosen streamer (like the Roku or Android or Apple TV)
